My explanation is the only one that keeps all scans both positive and negative of Naruto's speed without denying manga facts like you're doing. You're ignoring some scans in favor for the other. In any case, I'm over this. Manga fact, Naruto can move faster than A, who's faster than Sasuke. Manga fact, Naruto has trouble controlling his speed. Manga fact, ninjas slower than A have been able to keep up with him. Conclusion: due to his lack of control, Naruto does not use his full speed for the risk of collision enabling those slower than him to keep up, but he is technically faster.
