Speed blitzing powered up kaguya should make kakashi much higher than that Lol
Sasuke with s/t wasn't able to touch pre powered up kaguya,and she evaded him easily
minato with ftg wasn't able to touch jiubi madara before absorbing the tree and madara evaded him easily
I think that mean kakashi kamui raiki speed is extremely high and comparable to naruto at his limits

Sasuke is below Naruto and Kakashi. Naruto blitzed Kaguya with sheer speed while Kakashi with DMS was able to attack Kaguya. Conversely, Kaguya reacted flawlessly to Sasuke's S/T.

Why would Minato be on any speed list involving raw movement? Perhaps with KCM as the buffs it gives out to the user make it possible, but regular Minato has no place on said list. Tobirama's speed title was a result of FTG, which isn't being considered on this portion of his list.

Minato has not shown speed that even compares to Hashiramas. Tobirama was hailed as the fastest of his era with FTG, just like how Minato is hailed as the fastest shinobi in history, with FTG. In terms of raw movement speed, Hashirama has Minato and Tobirama beat, he outran a Bijudama that was shot at him from nearly point blank range (something Gai claimed he needed the 8th Gate to do) and was supposedly faster then Madara who blitzed SM Naruto. Honestly, Hashirama is potentially even higher.

You are right though, I forgot about KCM Naruto, he is put in 6th Gated Lee's place. I also put him at 9th place in reaction speed.

If you include Minato and Sasuke at first place because of their S/T Jutsu, then why aren't Tobirama and DMS Kakashi in the same position? It should be:

If you don't like that instance, then there is the fact that he was dodging PS slashes, which is no less of an impressive speed feat. And anyone who can blitz SM Naruto deserves to be in a top 10 raw movement speed. In terms of reaction speed, you are crazy if you think he does not belong on a top 10 Reaction speed list with SM.
