If he counts, the SO6P should be #1 all-time.

Also, I'd say Hiruzen Sarutobi in his prime should be Top 5. He was easily taking on the Edo Tensei'd Hashirama and Tobirama (true, Orochimaru couldn't fully utilize their abilities, but they were still incredibly strong) as an old man, and Enma stated that he was pitiful when compared to his prime.

kabuto deserves to still be top 10 current shinobi. manda II, suigetsu power, karin power, dragon SM, enough capability to fight against tsunade evenly when much weaker. current kabuto is basically part 1 kabuto + a boss summon + taka abilities IMO.

because madara is far far far above him in power as an edo yet for some reason people forget edos not his own power, its kabutos

why would he lose Sage mode. oro released it. kabuto can simply go back into it whenever he wants. kabuto right now is part 1 kabuto + SM + island sized boss summon + taka abilities. edos were beaten before he lost oro chakra so yeah. and besides by your logic, hashirama and itachi cant be in his top 10 either since they are kinda DEAD. worse than being weaker/paralysed.
