Sakura top 6, somewhere under Oro and Kabuto, No need for tsunade, sakura doesn't need to burn chakra to maintain her young appearance.

1 & 2. Sasuke = Naruto ,( but to be fair Sasuke is currently stronger; tomoe'd rinegan, EMS, Diverse nijutsu shape manipulation techniques + combat sense, this is Sasuke + 9 biju, should he choose to use them)
3. Kakashi : so6p chakra, two ms, = teleportation, inangibility, susanoo, + excess battle experience and tactics.
4. Gai : He can beat pretty much anyone, exept kakashi and sasuke, telepoetation for both and intangibility for kakashi, and amaterasu for sasuke ( I doubt if sasuke's other powers will be useful except if he manages to land a tomoe'd rinegan genjutsu) but naruto has got nothing on gai, but to be politically correct I'll let naruto remain above Gai and kakashi.
5. Oro : Absorbed powers from Kabuto and his senjutsu went off, which means he absorbed that too.
They are practicly thesame (immortality & edo tensei)
But Oro should know more.
6. Kabuto: look @ 5 above + he should be able to enter his dragon sagemode, I think he was in that state when he healed sasuke.
7. Gaara: long ranged, can't be easily touched, sand clone and the third eye for tactical finishes.
8, Onoki: can float up above and turn anyone into dust
9. Sakura : I'm putting her above , Ay and tsunade because, she can heal from any wound, doesn't need to burn chakra to stay young (unlike tsunade) can wait for Rikage to attack an counter by turning his haed into paste with a single punch.
10, Ay: one of the fastest and strongest.
