Toneri is basically a watered down descendant of Hamura, and Hamura was the less powerful brother of Hagoromo. Kinrin Tensei Baku has scale but not particularly notable potency - the moon at the end of the day is just rock. There are a quite a few techs in the Naruto that can cut through rock. A testament to KTB's lack of potency is the fact that even KCSM Naruto tanked it, and even repel it with Kurama's chakra focused into his fist.

There is no basis that they are equal
Based on feats, and necessary constructed response, Hagoromo p would be stronger. Hagoromo being a kekkei mora user and his brother is not. Even Hagoromo's eyes are kekkei mora and hamura's are not. Even kaguya's byakugan is kekkei mora. We don't know a lot about Hamura's abilities but given Hagoromo's hype and power he would naturally be stronger, the only argument that would remotely promote them as equal is...idk their marks?
