Toneri is basically a watered down descendant of Hamura, and Hamura was the less powerful brother of Hagoromo. Kinrin Tensei Baku has scale but not particularly notable potency - the moon at the end of the day is just rock. There are a quite a few techs in the Naruto that can cut through rock. A testament to KTB's lack of potency is the fact that even KCSM Naruto tanked it, and even repel it with Kurama's chakra focused into his fist.

Truth is, we've never even witnessed the full power of Nunoboko, since it was wielded by the mentally weak and physically inferior Obito.

If it were Hagoromo or Madara welding the Nunoboko they'd sh*t on Toneri's thanks to having the juubi's power.
Obito's was weak because the weapon is mostly based on the users mindset. And he was doubting himself and his life up-to that point.
