Toneri is strong but Toneri wouldn't beat One Eyed Shinju Madara let alone 3 Eyed Madara.

It was never stated by Kishi, the movie or Databook that Toneri is on par with Madara. Some guy write on that on Wiki a long time ago because he based it on some fake spoilers he read.
