Ok, so I've seen hundreds of people come with theories on who Tobi really is. Everything from Madara using Obito's body, to Izuna trying to surpass his brother. There's probably still a good number of people who believe that he is Danzo or some type of Zetsu replica(that's the theory I lean towards.)
But when you really think about it, can Tobi really be any of those people? Hasn't his character development evolved him into some sort of super-evil genius who's surpassed the limitations of all those characters?
Think about it. Madara's true intentions had been to make the world recognize the Uchiha as the ultimate clan. After being shunned, he became obssessed with destroying the Hidden Leaf and getting his revenge on the Senju AND Uchiha. So, when the oppurtunity presents itself, he uses the Kyuubi to attack Konoha and destroy it once and for all but is stopped by 4th right? Wrong!!!
If Tobi really is Madara than his plans must've been in place since his battle with Hashirama. He also must've met Zetsu before that battle in order to know that he could aquire Hashirama's powers by creating that giant plant, which is where Orochimaru comes into play. He must've helped Tobi create that thing. How else does Kabuto know so much about it? More proof that Tobi and Orochimaru have worked together before? During Sasuke vs. Danzo, Tobi states that Orochimaru must've forcibly altered the amount of time Danzo's sharingan could use Izanagi.
So who is Tobi? If he ever was Madara, he isn't anymore. I believe that the attack on Konoha was planned by him and Danzo, so that the leaf would suspect the Uchiha and mistrust them. Bringing about the need for the Uchiha clan massacre, an event that both Danzo and Tobi benfited from. I don't believe that Tobi is trying to complete some "Eye of The Moon Plan," but instead is trying to achieve that power of the Sage of Six Paths.
Why lie? Why not. If Tobi wanted the Juuybi why not take Naruto when he spoke to him about Sasuke? Why not keep the Juuybi instead of attacking the village? There is something else he hopes to gain from this war. And once that's revealed, I think we'll find out that Tobi stopped being Madara a long time ago.
