hmmm well from what we've seen of tobi's dimension I would say yes because it is a tangible place and there's no dist problem with minato's S/T jutsu.
Have you ever seen Minato throw his Kunai to another dimension ? If he is (inside) Tobi dimension, wouldnt he go where his kunai landed in that dimension? If Minato threw a kunai in the leaf , does that mean he can appear in the sand ? And thats in the same dimension . So i dont think so but you might be right .We have seen tobi warp from village to village . We have never seen minato do that !
I don't really get your point. Note that Minato initially has Kunai scattered throughout Konoha. Which is like his beacon and safe way out no matter where he is. Also, I don't see why Minato cannot teleport from village to village. I mean he teleported from a pretty far distance to save kakashi during kakshi gaiden.

I'm not really sure if he can teleport and cast a genjutsu simultaneously. Which I doubt, because no proof has shown this is possible. Apart from showing Fuu/Torune in a paralyzed state where I presume Tobi casted a genjutsu on them afterwards. Who knows?? but nevertheless I doubt this.
what dont you get ? you say his kunai are scattered in konoha , Tobis dimension is not in konoha ! so how would that help him? The know matter where he is part you just made up .Have you ever seen minato teleport to another village no !!!![]()

You said (as far as we know) distance is not a problem. And i shouldnt make statements without proof. Well show me where it states Minato can use FTG no matter the distance in the manga !!!! Also show me where it states Minato can Travel thru dimensions using FTG !!! So admit your assuming that.
