First of all, this ran rather long so skip to the last paragraph if you're too lazy to read it all.
Killer Bee vs. Kisame still bothers me….
Not so much the actual battle itself, but the fact that Tobi blatantly instructed Kisame to loose in order to infiltrate Kumogakure. After Kisame lost, we were shown flashbacks of Tobi telling Kisame about the plan to infiltrate the village. This means that Kisame knew he’d have to combine with Samehada in order to complete the mission. This of course would require the enemy to take the sword from an enemy they believed was killed. So Kisame was completely aware of every step of the plan and knew he’d have to lose.
My problem with this whole thing is that there is very little reason for Tobi to have acted the way he did. From the manga, we can tell that Tobi sent Kisame after Bee at a particular moment on purpose. He sent him out then proceeded with his plan at the summit, knowing full well the kage would not agree to his crazy notion of giving up the remaining Jins. He did this so that he could directly inform the Raikage that Bee was still alive, prompting him to rescue Bee from Kisame. But the truth is that Kisame was the best Jin hunter and proved that he was stronger than Bee and was able to defeat him.
Knowing this, why would Tobi simply not take it slower? No one knew Bee was still alive and even if it took the 3 of them 10 days to seal Bee, no one would ever have noticed. So it seems that he sacrificed taking Bee in order to help him prepare for the war that he surely should have realized he would lose or at least not be able to maintain for an extended period of time. But from the story, it’s hard to say how much infiltrating Kumogakure really helped him. I mean we are talking about 1 village out of 5 that he has to fight, how much could infiltrating 1 village really do?
Not to mention he was putting Kisame at serious risk. If even 1 mistake was made along the way, Kisame would certainly be killed while in the territory of an enemy village. I still haven’t even mentioned the fact that Kisame’s fake corpse was left on the battlefield despite how important a shinobi’s corpse is. Not to mention the biggest disadvantage to Tobi yet….what about Bee training Naruto? Surely Tobi must have realized the potential of a Naruto-Bee relationship, everything he could be taught regarding the aspects of a perfect Jinchuurinki…. It obviously spelled utter disaster for Tobi.
Bottom line, I feel that Tobi simply should have let Kisame capture Bee, as he would have anyway, take the necessary time to seal him despite how long it might have took, and do his best to take Naruto when he could without starting a world-wide war. In comparison to eliminating a perfect jinchuurinki and eliminating Naruto's possibility to reach that stage as fast as he did, surely the intel he gathered from Kumo was not as beneficial. In addition Bee was presumed dead so those actions would have gone completely unnoticed. I won’t even bring up the fact that Tobi could have simply kidnapped Naruto out of his sleep at any point in time, but surely in a manga-realistic scenario, the combination of Tobi, Kisame and Zetsu could take down SM Naruto right? The whole thing just seems odd to me. Now obviously Kishi had certain story aspects to cover by doing things the way he did, but it makes me feel that Tobi was very hot-headed, lacked proper battle tactics and even basic logic for that matter.
