We know some of the mist village saw TOBI face cuz Kisame recognised him as the mizukage. Then if saw how come they didnt realize it was maadara uchicha, there's even a giant stature in a valley for reference. The answer is very simple<br /> <br /> <span style="color: Red">transformation justu + space time ninjustu + clone justu + dead kage = stolen identity</span><br /> <br /> Transformation justu is the most simplest ninjustu so that every genin knows it. Mix it up with advanced space time ninjustu , you got Maadara as Mizukage @ 12:00 , @ 12:01 he could be danzau , @ 12:03 he could be sand village elder @ 12: 04 he could be serving naruto ramen. The possibility are limitless, he could be anybody. I think maadara's being killing some people and stealing their identities, and thats how people didnt realize he was alive. The possiblities are endless and if he didnt think of this he would the dumbest ninja ever . Thats a great theory. Makes alot of sense too. If anyone has ever read Pendragon, it reminds me of Saint Dane, how he kills people and shapeshifts into them

bit to far fetched and plus if you had the (naruto universes) second strongest person in the world you would beg him to be your kage plus he has sharigan so yeh he could brain wash with genjutsu and seven swords were probibly the only people he trusted

He could be several people maybe some of them elders in the villages just to steal info for akatsuki, he'd make a better spy than zetsu. I think he stole the kage's identity cuz i dont think this is the 1st kage meeting, there probably been several , and if so atleat one guy would recognize him cuz he was so well known</div>
