If someone uses a technique, the specifics of that technique such as the scale of jutsu, the conditions it was used in etc are all part of that specific ' feat'. For example, being able to use water dragon bullet in an area with no water source was tobiramas 'feat'.

An arsenal includes all jutsus shown and their respective 'feats'. So both of tobiramas suiton attacks are included in his arsenal, with their corresponding 'feats'.

So, you are basically telling me creator of medical division is in Tsunade's jutsu because she knows medical ninjutsu. And not just plain medical ninjutsu should be listed.

It's the same thing, edo tensei and the water techniques he has shown are in his arsenal.
