Yes i understand that. Im not going to sit here and tell you that i know how he teleported near sasuke, because i do not. However from what we know of hiraishin either the main hiraishin or its variations, from Jikūkan Kekkai to Goshun Mawashi all require seals, its based on the principle of the kuchiyose. Short or long distance its still hiraishin where the seals basically act like doors. You go through one and appear through another.
From that even without knowing how he got near sasuke, we could only say he has a seal there as that is rule of hiraishin. That and also because i have yet to see a scan where its been stated that hiraishin for whatever distance doesn;t require a seal, until then ill go with my understanding of the technique.
On a similar note for Tobirama to achieve what he did to Izuna he must have marked the uchiha without him knowing, to achieve the hiraishingiri.

That could be. I am banking on him being on low reserves therefore couldn't use hiraishin and teleport himself along with his team. Basically a similar predicament to minato in this chapter.
Btw you guys remember that Tobirama was about to teleport one the jubi dama. That alone states that he has a seal somewhere else. To think he only has a seal on obito and minato when in edo form and has not administered a seal somewhere else when he was alive is difficult to digest
