Tobiramas death was by at l;east 20 members of the kin Gin squad including the brothers themselves, I think that he may have killed the brothers and most of the other ninja as well, becuase the Kin Gin brothers do not look like they were very old when they were reanimated, the fact that he was able to hold off 2 ninja who could go at least 6 tailed kyuubi mode along with at least 18 other highly skilled ninja is another reason to recognize his power. Hashirama probably died in a similar event, ambush and or allowing his squad to escape.

It was implied that he killed Kin/Gin beforehand.

Elite Jounin bounty hunters aren't fodder either; unless you're calling Kakashi fodder because they're pretty much on the same level. If it were 20 Genin then yeah, but no.
