Uchihas were loyal but unpredictable.
Imagine when one of their love ones got killed during a mission. Family members might start blaming the village and start thinking that their family members death could have been avoided.
This ill feeling could lead to grudge or retaliation against the village.
Point is Uchihas are the most loyal to the village, but they are more loyal to their family members and or clan.

Their loved ones still died. ^_^. And they still protected the village.

They made a revolution against the government , not the village
