EMS Sasuke, with the feats of PS, is way above Tobirama as is EMS Madara with PS. If PS is restricted, he is on their level.

Not sure how you got Madara was only above him because of PS from this scan. Their skill level being similar doesn't automatically mean PS was the only reason why he was above him.
