You have no idea what Oro is even capable of yet. He has shown NO feats after getting hashi's DNA. Tobirama doesn't even need to expend a lot of chakra to kill Oro over and over again. His base speed without FTG is faster than Oro so he doesn't even need to use FTG. He can use water streams to cut him up over and over and over again. Making him use oral rebirth until he's out of chakra. Secondly, do not compare a zetsu's chakra levels to hashi himself. If that was the case, the zetsu army would demolish the shinobi alliance.

The larger the quantity the larger the chakra expenditure. 500 small snakes that don't equate to a Manda sized summon when combined don't take 500 times the chakra Manda does. If that's not your point, than it's irrelevant as being capable of summoning something isn't too great of a feat. That's because he's barely had any screen time. First fight, fights Hiruzen with the usage of Tobirama and Hashirama's abilities and chakra's, not his own. Second fight, fights Tsunade and drugged Jiraiya, decent feats but not much is shown of his techinques or chakra. Third fight, fights kid Sasuke, nardo and Sakura. Fourth fight, fights Kyuubi Nardo and gets hammered on, and at the end of the fight his body begins to reject him. Last time, comes briefly out of Sasuke's cursed seal and gets roflstomped by Totsuka. There's never been an instance where he non-stop spammed chakra, many Oral Rebirthes will end him at a much quicker speed. More so, every tagged shed body is a viable marked area. That means every time he strikes Oro by teleporting to the tag he has set on him, the Oro that sheds via Oral rebirth becomes his 'marked kunai'. Tobirama made the wall
