Yeah, he only has to use FTG once to evade Oro's attacks. Off-panel reactions? He reacted to a blitz from Juubi-host Obito. The speed of Oro's attacks don't even come close to KCM Naruto's speed, let alone Rikudou Obito's speed.

Except he doesn't have Hashirama's body, he has Zetsu's, who's a weak, watered down version of Hashirama. Nothing even implies Zetsu's reserves are greater than Tobirama's, and Hiraishingiri requires a minimal amount of chakra whereas Oral Rebirth consumes a lot of chakra [

]. Tobirama can just drown Oro anyway, it's not like he can use Oral Rebirth to get out of that but considering he hasn't shown much Suiton feats yet, Hiraishingiri still does the trick.
