The Tobirama being on the same level as KCM Minato is some fan fiction (mainly because there is little difference in Minato's power and speed in this mode). The only time I saw Tobirama being more helpful than Minato is after he lost his arm and he was handicapped. I honestly don't even see much difference between KCM and Base Minato, only difference to me is the chakra arms advantage, his power was still the same and his speed seemed to remain the same. I think Kishi was just going for a more of a swag factor. I don't see anything that Minato couldn't have already done in his base form. It's BM Minato who is on another level.
The fact that he teleported the full sized Juubi ball in his base form with no effort whatsoever and made it to the battlefield first, while setting up the markings (including the one at sea) before anyone else even got to the battlefield shows me that base Minato at not full power edo form is still amazing.
