BM Minato is probably more than he can handle, but alive Minato is beaten to mid-high difficulty, as we've seen this feat:

There's no speed difference, and Tobirama has elemental jutsu's, while Minato doesn't. A simple Rasengan blitz won't work against a sensor and same jutsu user. Also, he has superior offense, due to Gojō Kibaku Fuda. Summons like Gamabunta and Gamakichi are easily taken out with that jutsu, after with Kage Bunshin Gosho Mawashi he can equally fight CQC with Minato using water barriers and dragons. After outlasting with sensory skills and stamina, he can cut him with Suidanha.

KCM is more difficult actually, I believe Minato takes it. A Shunshin speed equal to Hiraishin speed is too much probably, but he may have a chance.​

In a FTG + shunshin battle, Tobirama already admited inferiority.
So he'll have to try and use the rest of his arsenal which won't take down a BM Minato.

We haven't seen a full powered Tobirama in action.. so far we have only seen Tobirama who couldn't bring out his true strength, and was never at full power to began with..

In that case then even before dying he wouldn't have BM because first he'd have to be on good terms with Kurama.
I see your point and agree, although plot aside, he would be able to use it just like anyone who had a beast sealed inside and managed to tame it.

Minato can use bm since he has super chakra control and the yin yang seprates the good and bad,minato has the good kurama in him while naruto has the bad side of kurama in him

The prepped Kunai, faster body flicker and superior speed wins it for Minato in base. S/T barrier gives him the better defense and toad summonings plus rasengan gives Minato equal fire power.

If people say Tobirama can summon unknown Edo's then Minato can summon Fukasaku and Shima.
