He's faster than Madara who's been keeping up with both Ay and Gai.The scan proves nothing. It's about Gai's taijutsu ability which would prevent Tobi from laying a finger on him. We haven't seen any taijutsu feats from Tobi, so his best interest would be long distance attacks.
Also, there was no alive with comparable to Ay, Minato, and possibly Gai during Tobi's reign.

Even if they do fight hand-to-hand, all Tobirama has to do is lay a touch on him and the fight is over, and he's especially quick with his hands seeing as he tagged Juubito 5 times.
In a no knowledge situation, Gai has no chance to win. The time they enter close quarter combat, Tobirama will blitz him with Hiraishin thanks to a marked Kunai. He only has one range attack(Hirudora) and it would be dodge with hiraishin. On the other side, Tobirama can still use clones for diversion if he really feels the need
Yes, with no knowledge of course Tobi has the advantage. However, blitzing is in fact questionable. Closing the distance instantly is one thing, but that doesn't mean Tobi would motion fast enough to lay a hand on Gai w/ o him reacting according. He's shown great reaction speed.
