I think he already is. His Hiraishin does not need seals to use, that is what the manga hints anyways. I hope Tobirama gets 'Penguin Sage Mode.'

He's the only suiton user that is given any hype. Even if Kishimoto retconned it so that even fodder can use suiton without a source of water, he was still the only one given any hype. Not only that, but Water Dragon Missile requires 43 handseals, Tobirama's so powerful that he can use it with just 1 handseal.

It actually requires 44 handseals. Mei has shown using 1 handseal and performing the jutsu. I agree Tobirama is a great Suiton user, but there is no manga proof stating he is the best.

Even IF he was stronger than Minato, that doesn't instantly put him in the top 10. The top 10 is getting really crowded with some seriously OP Shinobi now that the manga is nearing it's end.

We're gonna need to see ALOT from Tobirama if he is to be in the top 10 and I just don't see him getting that much panel time with everyone else at the battlefield. Keep in mind that Kishi needs to invent jutsu's for him, and that takes alot of time, effort, and creativity at this point. I'd say he'll get top 20, maybe 15.
