There is a difference between seeing an attack coming and avoiding it. Naruto saw Madara's attack, but couldn't avoid it. Same with Minato. Minato moving his hand, doesn't mean he can move his whole body to avoid it. And yes, Ay is faster than Minato at footspeed. Manga wont repeat itself. Minato only avoided Ay, because of the FTG.​

No Ay's foot speed isn't faster, he can maintain constant running speed longer than minato which makes it appear that he's faster, but Minatos shunshin has shown on more than one occasion to be almost instantaneous. Short distance, minato had the fastest body flicker, but over a long distance Ay's speed will prevail.

Seeing the attack coming doesn't mean you can dodge it. Minato moving his arm is faster than moving his whole body. SM Naruto saw Madara's kick, but he couldn't avoid it.

Running faster than the other on long distance would mean running on close distance is faster as well. Ay is faster on footspeed. End of discussion.​

This is a fixed match. Tobirama isn't suited to fight the Third, I'd wager even with Edo Tensei he would be hard pressed to kill the man before he found himself impaled by the Hell Stab.
