He never pulled off Ay's Raiton cloak + shunshin level of speed.
Tobirama was the fastest shinobi of his era (a level of reputation only shared by Minato, Ay was said to be the fastest man alive, not of his era, second only to Minato), and was able to keep up w/ Juubito.
He would never get blitzed by the 3rd the same way Minato wasn't blitzed by Ay.

Not speed blitz since Tobirama has great body flicker. But Raikage won't have trouble keeping up, nor will it be impossible for him to land a hit on Tobirama since he can constantly maintain his lightning speed without needing to stop.

I agree about the Third Raikage's speed, the way kishi described his speed was comparable to Ay's v1 and he easily avoided Naruto's attacks twice. It's not until he was unable to move while airborne that KCM Naruto could hit him. Plus the words Naruto use are "incredibly fast", people who think Third wasn't on Ay's v1 level need to think again. It wasn't even a full powered Third Raikage, and he was mindless and being controlled by. Kabuto the entire time.

Tobirama's shunshin is as fast as Hiruzen and Hashirama [
