out of hype of all the hokages being the strongest kages tobirama would wiiin. also im guessing the mizukages illusion would really work on him on all tht water since tobirama can just blow all the water away or something and he can use a counter genjutsu since we have seen him use genjutsu before

If its in the middle of the ocean Kisame has a huge advantage, b/c shark mode would become totally beast. He would have immense speed, strength and there is plenty of chakra from those two kages, No way Kisame is dying in this battle. He gets stronger the stronger his opponents are

Tobirama would die out quickly, unless he was bodies to Edo Tensei. Then it's just Second Mizukage, who can become water, against Kisame, who can become a shark. Jokie Boi, and his awesome genjutsu together, would confuse Kisame for maybe a second (Kisame being able to tell where the real Mizu is with Samehada). But a second is all the really fast Jokie Boi needs to get there, and then he can explode (the explosion itself isn't chakra based, so Kisame can't absorb it). It's a hard one, and I can't decide between kisame and the second.
