tobirama has his own S/t ni juts thats suppose to be around minato's level in advancement. and edo tensei. with prep and living sacrifices he should win.

tobirama was ambushed and had second raikage with him, plus alot of civilians. so he had to fight while trying to protect the others. he couldnt exactly use edo tensei because killing someone and using them as a sacrifice wouldnt go down so well in peace relations. so you got a nerfed unprepared ambushed tobirama vs pseudo kyuubi jins with legendary weapons that seal your soul away and almost defeated darui easily, plus a whole division. kin and gin lost in the war because they were heavily outnumbered. tobirama was heavily outnumbered too since kinkaku isnt alone. he has 20 elite jounin levels with him.

Even with Edos Minato is an expert at sealing techs so he would most like seal the Edos or stop them from even being reanimated just as Hiruzen did to Orochimarus third coffin( but ofcourse Minato would do it more efficiently.

FTG is also a huge factor, space time barrier could negate Tobiramas biggest and strongest water jutsus.

Gamabunta would also be a huge help literally since Tobiramas water jutsu will be like a splash in the pond for him. Also Gamabunta has water jutsus of his own.

Tobirama Senju. Reason simply because he had full control over the water element. Controll in such a level that he could create water, where there was no water in his surroundings. Mastering the element at such a level, means he would use less chakra for every technique. Its stated he needed only to use one hand sign, to summon the strongest of water techniques. For instance "Suiton: Suiryudan no Jutsu" (
Water Release: Water Dragon Bullet Technique) Which requires 44 handseals would only require one from Tobirama. As he would most surely combine his water element with his "Sword of the Thunder God" it would surely be dangerous. As Tobirama himself invented "Edo Tensei" he did not master the technique so most surely would not use it. He is also shown to have great physical prowess and a considerable amount of skill in the area of taijutsu. He was allso a a incredible sensory type ninja, allso as even Minato himself praised Tobirama of his skills in space and time jutsu. Allso using "Bringer of darkness" would help him throughly. Tho i must say i doubt his time and space jutsu would be better then minato's i would say minato's speed would be very difficult for him. Minato was a very strong shinobi but i would go for tobirama due to my explaination.
