i go with tobirama, not only he has S/T ninjutsu, but on question how he fights against kenjutsu, maybe with his own sword perhaps? or by dodging with his S/T nin? there is many possible ways + i believe that tobirama DOES have some kind of jutsu that let´s him fight underwater

we know that tobirama is more skilled in water jutsus than kisame, so there is high possibility that tobirama can do that same jutsu too
