Even though Tobirama has plenty of experience fighting Uchiha's I don't think he has fought one on Itachi's level (excluding Madara).
I don't think tobirama has any counters to Susanoo + Totsuka blade + Yata mirror. Maybe Tobirama could get close and FTG the susanoo away but I don't think he will get close enough to be able to do it. Tobirama may get Amaterasu'd before he can get that close lol. And even if he does manage to temporarily get rid of Susanoo, Itachi's taijutsu and speed + speed of hand seals seem to surpass Tobirama's, and getting that close means risk of Tsukuyomi.
Although I'm sure Tobirama has enough knowledge to know how to avoid Uchiha genjutsu. Still I will have to say Itachi because I don't think Tobirama has effective enough jutsu in his arsenal to take down Itachi. If Tobirama had premarked kunai then maybe.

One technique i think Itachi will be able to hit Tobirama is Fire Release: Phoenix Sage Flower Nail Crimson which is basically where he throws Shurikans infused with Fire, I see tobirama trying to use a water suiton and then the shurikans are still coming and he gets it. For Long Range Itachi's Sussanoo has Yasaka Magatama which is basically similar to throwing shurikans and we all know Itachi's proficiency with this, it is also Itachi's strongest long range attack, said by the man himself.
He can also use the strategy to use genjutsu on top of shadow clones and use exploding clones. Izanami is not out of the question. Ephemeral can be used to turn part of Tobirrama into Hashirama to torture him. Itachi can also torture him with Demonic Illusion: Shackling Stakes Technique

Geez .. again another fanfiction. Itachi never blitzed Bee. The first time B was surprised by how quickly Itachi capitalized on the opening Grand Fire Ball created, but being surprised doesn't mean you can't react. There are tons of examples where a character has the ! speech bubbles and than react. The second time B wasn't even surprised that Itachi was behind him(do you even see how calm he was?). You can even notice in another translation(better one), that he said "I know ok?"

So that wasn't even close to a blitz, just because Itachi warned him does not mean he can't react on his own.
The fact that B reacted to Itach's successive attack even after being hit by Genjutsu and breaking it means B can pretty much react to Itachi's attacks well enough that he isn't going to get bltz
If anything, when Bee uses his 7swords stance, he has shown to be too quick to push Itachi back to the point he finally decided

On the other hand, Tobirama has impressive speed even without hiraishin, capable to react to Jubito by puting 3explosive tags on him and hiraishin mark, proficient to the body flicker enough to be capable to appear out of nowhere, catch a ball and send it away, to the point he angered himself about the fact he found someone faster than him when they arrived on the battlefield. All that shows Tobirama was probably the fastest during his era
