Who knows none of them shown thire ful potential till now,,,for now considering wat we have seen Minato is 2nd strongest kage after Hashirama ,,,,but considering the fact that he killed Izuna, Tobirama is defntly stronger than Or as stronge as an Uchiha with MS

Considering his hype, he could easily be the 2nd strongest. People just doubt him because of his lack of feats. So until we see more of him, anything AND everything is speculation.
