That is not obvious at all, that is pretty much like saying that itachi doesnt have susano because he didnt turn it on when sasuke threw the rigged kunai at him or madara doesnt have susanoo because he was stabbed in the back and he didnt turn it on, tobirama used ftg, either izuna didnt react in time or he was to worn out to use it.

His body will just keep burning and he doesn't have Shinra tensei to get rid of the flames like Nagato did. Sasuke will just remain in Susano ribcage and it won't affect him as his Susano is covered in amaterasu flames anyway. As far as I know, Water is ineffective against anything solid which is why Earth techniques work well. However, the only effective thing Sasuke has which is solid is his Susano which protects him from all around. Tobirama will not be able to use Water techniques for too long. :yeah:

Tobirama can't use Hiraishingiri because Sasuke has Susano. The only reason he was able to kill Izuna was because he didn't have Susano. But Sasuke's Susano is covered in Black Flames which will burn Tobirama if he touches. Lol

It was shown Madara ran out of chakra as his sharingan was deactivated. However, Izuna still had some chakra as we can see from his impression. You know the saying, "got to see it to believe it" and in this case Kishi never showed us any Susano from Izuna so should take it that he doesn't have it. :yeah:
