Tobirama can't use Hiraishingiri because Sasuke has Susano. The only reason he was able to kill Izuna was because he didn't have Susano. But Sasuke's Susano is covered in Black Flames which will burn Tobirama if he touches. Lol

The only cocky one here is that damn Tobirama. He's just insanely butt-hurt and full of envy because he doesn't have the awsome eyes Madara does. Yah, he's all moody because he can't get the sharingan. Sasuke has lost his family, so that's why he's full of a hatred that will not leave so easily.

Obviously if he had it, it would activate almost instantly. Tobirama's sword would've snapped. Reminds of when Danzo dashed towards Sasuke with a kunai and it broke in half when he activated his Susano. :yeah:
