I heard someone say he could only summon Genin level ninja just because his Edo tensei was imperfect(Stupid post)
It couldve been imperfect cause he couldnt control the Edos

Im sure Tobirama could control and summon any ninja but i think he could only summon one shinobi. this is a theory but im sure this is the case.I dont see him further developing this jutsu because of his ideology. But im sure he could control the summon by all means. Though i believe it was perfected by orochimaru by being able to control more than one ninja at a time.

My time was already wasted so I just had to let you know how pointless this post was. Tobirama could have summoned his brother, but the reason it was imprerfect was because he couldn't control their will. Making a thread saying he can summon anyone was a waste because anybody who things logically would have understood that from the start.
