isn't it weird that the Tobirama was defeated by 20 ninja (although they were master bounty hunter) and the 3rd raikage defeated 10,000 ninjas... is there really that much difference between kages???

Considering the fact that it was Kinkaku Force, we assume Gin-Kin bros were part of it making it even harder. Ultimately he got trolled by Kishi, like most people mentioned. U_U

TR didnt have knowledge while the bounty hunters would have loads on him from background to powers etc. he may have just wanted to pass the torch ... who knows? o and btw theres a huge difference..... tsunade is no stronger than kakashi and there are about 50 characters stronger than her who arent even kage
