Being over-hyped is based on fan opinions. It doesn't mean the character is unbeatable, and doesn't mean that if in reality he doesn't meet those expectations that he is weak. If you look over his feets just in the war arc, there is no way you can consider him fodder.

Anyone calling Obito fodder at this point are just trolling Obito fanboys.

He's fodder because he has failed to kill or defeat anyone significant. The person he has defeated is Konon, not to to discredit her.

He obviously isn't fodder to the degree of Kiba or anyone. This is basically stating Tobi isn't as BA as some mad him out to be. I for one was never on his side, because all i seen from him was Kamui. This was nice, but nothing lethal for his to be considered top 5 hence one of the best

I’d say he is a fodder >
He may have some awesome Ninja powers but he has absolutely no own will power and no self confidence!
He got trolled and talked in by Madara just in some minutes, changed his complete worldview…
He started a war because Rin died…
and he is still pissed bc Rin loved Kakashi.
(and THIS is proven now: even in this important fight he was nothing but thinking about Rin!)
If he had been really determined because of his own will and if he had not been so much influenced by others
-like Kakashi and Naruto and lots of others- than he would have won.
If you lack the right motivation you will get trolled by life. XD
