tobi wins. he has the perfect jutsu to avoid any attack by nagato and he can counterattack with rinnegan techs. and for ppl who think tobi sucks with the rinnegan are very wrong, he used the gedo mazo very well and was stated to use the outer path of rinnegan on considerably higher level than nagato. Tobi has this with mid diff

Nah it was stated the rods bondage was stronger then Nagato bondage manliy because they were jinchurkis and edo Vs the normal ninjas Nagato uses
