I'm pretty sure Tobi doesn't have the memories of Madara, he just knows his history obviously, he's basically that douche in your AP History class that gets TOO into character, by doing as much research on the character they're portraying as possible....even going so far as to talk in 1st person, exp; "I am Madara"

Kagami Uchiha was in the same team as Danzo Shimura, Hiruzen Sarutobi, Torifu Akimichi, Homura Mitokado and Koharu Utatane.
These people were trained by the Second Hokage so they were alive when Madara and Hashirama was alive aswell. When Madara was killed by Hashirama Kagami swore to avenge Madara. Madara was his hero and Kagami followed his war ideals.


Tobirama knew this because he was his master and thats why he secluded the Uchihas to prevent an uprising.
After the first Shinobi world war. The Second Hokages unit came very far. Danzo created Root, Hiruzen became Hokage and Homura and Koharu became respected advisors to the Hokages. Kagami tried to provoke the Second Shinobi war. Nagato said that Konoha started this war. Hiruzen was Hokage during this and he wouldnt do this but Nagato was not wrong. It was Kagami who was a konoha ninja who started the war and made it look like Konoha was to blame.
It was during the second shinobi war that Nagato awakend the Rinnegan and the original akatsuki was formed by Yahiko Konan and Nagato.
As they gained a bigger reputation Hanzo tried to destroy them and he got help from Danzo. After Nagato had used the rinnegan against them. Danzo told Kagami about this event since Kagami was close to him, Kagami was also part of the Anbu Root. Thats why he has masks and the black anbu cloak to conceal his identity.

I'll like to add to why Kagami Uchiha is Tobi.
There are several questions to be asked.

1. Why does Danzo want the Sharingan in the first place?
2. How does Orochimaru know about the Sharingan and First Hokage's DNA?
3. How did Danzo know about the Sharingan and Izangi from the so6p?
4. How does Tobi know about the Elders and the Third Hokage being involved in the Uchiha massacre?

If you see Tobi unmasked for the first time (the scene where Tobi tells Sasuke about the truth behind the Uchiha massacre), Tobi has wrinkly skin - aka he is about the same age as Danzo and Saturobi.

Maybe Kagami knew... or was with Madara at the time and we know that Madara didn't die in his battle with the First Hokage

Plus Tobi seems to have a detailed knowledge about the Second Hokage and his restrictions on the Uchiha clan. Maybe Kagami was involved?

Because an Uchiha under the command of the Second Hokage who had hold anti-Uchiha resentments could of came into conflict with his student Kagami. - So where's the story in that?

Cool. Now there are some things that points to Tobi being Shisui
* Danzo took his right arm / Tobi has a Zetsu right arm
* Tobi and Shisui seemed both deeply involved with Danzo
* Shisui was a member of ANBU Root
* Shisui's eyes look very similar to Tobi's
* Shisui is known for his "body flickering" technique, aka teleportation, and his genjutsu
* He might have fooled Itachi to believe he had killed him when he in fact hadn't
* "The Mizukage makes reference to a possible connection between Shisui's eye technique and the one used to control the Mizukage" -

My only problems are: Tobi seems a fair bit older than what Shisui is supposed to be now right?
Also, wouldn't Itachi recognize Shisui's voice when he met Tobi?
Also, if I remember right, didn't Tobi have long hair when he met Itachi?

If it weren't for these last points I could see him being Tobi, definitely. Kagami feels more right still because there are no flaws in the theory afaik

my problem is why shisui, itachi says shisui and naruto share the same ideals and goals.
so i dont think he would do something that tobi is doing.

First off don't double post please, secondly Kagami was not ANBU Itachi was the 1st Uchiha to join ANBU. You're making up things; Kagami had a mask & cloak. Where did you read Kagami had a mask? Kagami died in the massacre this has been stated more than once. Lastly, if Madara didn't know where Kurama was what in sam hell makes you think Kagami did?

A: Danzou knew the sharingan at that time was the strongest & most powerful doujutsu known to man, he was going to use it to claim kageship by force.

Uchiha Obito could have a brother.

Uchiha Madara could had a third brother , that he wasnt aware of.

Or maybe Uchiha Madara did not acknowledge hes third brother.

Shisui almost certainly died before Uchiha Massacre took place. Here's two of many reasons:

and that made no mention of how Shisui died. The only way that the police could have known that Shisui drowned in the Nakano River is if they found his corps in that river.
