If Tobi is what we might consider 'a perfect clone' than perhaps he actually does share his memories. Perhaps he was also told that he wasn't the real Uchiha Madara. If that's the case, he would have a hard time identifying himself as anyone at all. But if Madara were to die, he could easily take over his name and legacy, and no one could really challenge his claim.
I think that is the best way to explain things. Tobi is a misguided, pathetic clone of the once great Madara. Without Madara around, Tobi can act all tough and powerful, but with Madara nearby, he becomes worthless, a weakling who is essentially..... no one.
So Tobi is basically still Madara imo, but also him being no one is also kinda true.
Perhaps Tobi has all of Madara's memories.Tobi speaks about fight with Hashirama = In Memory = Like he was there.
Even when Kabuto opened the 6'th coffin = Tobi spoke of himself as Madara Uchiha.
