Its gunna sound really silly but it actually narrows the field slightly:

So it can't be Tobirama- Grey eyebrows

Zetsu's left side has greyish eyebrows and the right side has nothing

And that's about it lol... everyone else has black eyebrows JUST SAYING!

Good theory but a couple of things:
1) Tobi is too old
2) where would he get shodai cells
3) Shisui couldn't b that confident to control the juubi even if he wanted too
4) 9 tail fox said that Tobi is Madara, and that ET madara is Madara.
5) Shisui would have no reason to take on such actions
6) Shisui does not know Space-time ninjutsu
7) Itachi of all ppl would know if Tobi is Shisui..they were very good friends. and on joining akatsuki, with his intellect he would know.
8) Shisui couldn't read the Uchiha stone (if it is there) to know anything about the So6p and his sons and the Juubi.

2.) wrong why? he can collect those maybe some data have been left behind by those who formerly studying shodaime hokage ex. orochimaru
3.) wrong why? he is an uchiha who got a special talent + he is known as the greatest genjutsu user.

5.) wrong why? too much sacrifice sometimes leads you to nowhere ex. real life relationship i concider this for some reason since im a bookworm
6.) wrong why? as ive said he is an uchiha capable of copying various techniques who knows he got MS already by it's been a long for them to learn those ( since naruto world esp.manga always awakened something special when hatred takeover ) .
7.) wrong why? shisui is the most famous and most known uchiha that can use genjutsu by just looking to someone's eye.
8.) wrong why? uchiha tablet can be read to 1st level of sharingan next level is prolly MS next was ETS and so on..

Who knows, Naruto touched his mask, and Tobi couldnt(either it was hindsight or he really couldnt) phase through Naruto

wow, I didn't pay attention to that, and also, if you continue reading up until the point tobi entered, notice that it just so happens they had Ao leave the room to chase after danzo, he wasn't there when tobi came.

pretty strange that the only person that could notice if tobi is shuisi happens to leave right before he shows up

Tobi is Izuna Uchiha!

If you have been like me and looked at some Thread about Izuna Uchiha you would think its him!
I won't actually go into full details of what I think because most NB members hate reading long post.
So here is the following:
1.When Tobi told Sasuke about Izuna giving his eyes to Madara he Squeezed his leg... Why would he Squeeze his leg? It looks like he has some Hatred towards Madara since he gave his eyes to Madara for nothing!
2.How would someone know about the fight between Madara and Hashirama and Madara stealing Hashirama's cells? Only someone who was at the fight or Close to Madara would know this information. Izuna is Madara's Brother and Madara must of told Izuna like he told Izuna about the Moon eye Plan!
3.Tobi said he was a Former Shell of himself. He ment that he doesn't have his original Power, because he lost his power when he gave Madara his MS!
4. Tobi and Madara are the only two people we know of who possess the Warfan in the Manga so far! Its possible to say but its far fetched that Izuna had a Warfan also like Madara's but in a different color. Izuna's War fan Tobi is using now! Because Tobi=Izuna!
5. The Biggest Hint of all I believe so is that Tobi says hes Nobody! Meaning hes Izuna. Izuna was practically treated like a nobody, because he is hardly ever mentioned in the manga. No one seems to know him. Everyone only knows Madara because of him fighting the First Hokage, Izuna hasn't had any Major Fights like Madara to get his name known. And if Izuna did have a Major Fight with someone it would of came up in the Manga by now somewhere. Also back on topic to the Nobody part, remember Itachi's words about the Nameless Shinobi and how they help the Village/Clan/ w.e from the Shadows. Izuna Helped the Clan from the Shadows, and he became that no body because No person knew about Izuna giving his eyes to Madara to protect the clan.
6. Tobi claims he gave Nagato the Rinnegan, he Technically did if hes Izuna. Since its Izuna's eye that forms the EMS, and we need EMS to form the Rinnegan!
7. Now this is the last Evidence I'm going to give because i need a nap sighs! But anyways Tobi want's this world to go into Infinite Tskuyomi and get Peace, he talks about the Cruel world and so on. W.e but anyways How he spoke about the world in the recent Chapter shows that something bad must of have happened in Tobi's past to have made him like this. That something bad must of been him Giving his eyes to Madara too protect the Clan. The Clan hating Madara because they thought he wanted power, and they chose Hashirama for Hokage over Madara for Peace and to stop fighting. Izuna must of been Furious because he wasted his eyes giving it to Madara so he could protect the clan and the clan rejected Madara saying he wanted power only. And Tobi/Izuna helped kill the Uchiha Clan because he must of been Angry on how they turned there back on Madara, and now they want to start a war with the Village and take it over. I would be mad too, if my older brother wanted this and everyone refused, and then years later after my brother dies they want to do the same thing he was doing when he was alive trying to do-_-! lol! And Also when Itachi meets Tobi, Tobi has long hair which had a Similar Hairstyle to Izuna's with 3Strands coming down. While Madara has only 2Strands coming down. You can see the Strands over his Mask. I don't feel like posting pictures maybe tomorrow. Because I'm lazy and tired lol. But It must Be Izuna I have more reasons why but about to nap
