Requirement: How can Naruto do that in a sustainable fashion?
Plot solution: There exists a being that is responsible for all this manifest hatred. Once that being is slain, hatred and sorrow will reduce considerably.
Can you think of any other solution by which Naruto can reduce hate in Naruto-verse?
Assuming that there is indeed a force that is responsible for this excessive hate in Narutoverse, I will go as far as saying that this force is the will of Juubi. The real master of the "infinite tsukiyomi" plan is the Juubi.
Additional points to consider:
I believe, it operates in a way similar to Shikon-no-tama of Inuyasha; Or the Judeo-Christiano-Islamic Satan. The greatest power of Juubi is to sense the desperation in humans, just like how the Kyuubi can sense evil in real world. [BM Naruto could sense Kisame hidden in Samehada and even Zetsu right?]
Once Juubi senses this desperation, it basically corrupts this individual to further its own goals. I will take a leap of hypothesising and claim that - all these wars, all this hate are basically attempts by the Juubi to revive itself!
I am going to attempt to reverse-engineer the ending of Naruto. I am hoping that the anime will end with Naruto vanquishing the cause of unending war and hatred.

He is extremely powerful. But he is still merely an agent. Just like how Pain was fooled by Tobi [Pain thought that they will make a weapon out of Bijuus, he did not know of the infinite Tsukiyomi plan]; Tobi himself is fooled by Juubi. The Juubi doensn't wish to become a beast trapped within Tobi. It wishes to be unleashed. It wishes to end this world.
