TOBI not using Rinnegan

There are a few possible reasons:

• He's not using them because Kakashi and Gai developed effective counters.
• It seems that he wants to use Mugen Tsukuyomi right after Juubi was revived, so he intends to seal Juubi right where they are. Suppressing and even sealing a monster of Juubi's calibre must require quite a lot of Chakra, so I'm sure that he's just preserving his.
• It might as well be out of both reasons I've presented, or even something unexpected.

I don't think that he's out of Chakra, since he has shown so sign of exhaustion and is comfortably using his Jikukan technique. It would seem it's not draining considerable amounts of Chakra, so he's solely realing on it. He probably can't but team Naruto can counter it so why would he use them? to waste chakra.

Also, I can name plenty of reasons as to why he has enough chakra to use it. Controlling 6 bijuus, using chakra chains to subdue them, and using s/t tech all simultaneously.
