think of it i mean if tobi wants the jinchuuriki then he wouldn't want any interference's with people trying to re seal the beasts. if naruto learned this maybe he would get angry like he did with nagato and combine rm and sm together but the fox would cooperate this time and it would work.

it was more likely madara having the rock and mist take care of it, after they failed to kill all the uzumaki the to kages killed it each other in battle over for the screw up of letting some slip away

I guess this could be likely. I mean if other Uzumaki's had the chakra chains technique like Kushina and now it seems Tobi has, Tobi probably wouldn't want people with that technique getting in the way and holding down his 6 paths/Bijuu with chakra chains leaving him to have to do his own dirty work which isn't like him at all.
