Obito wants juubi revivied
Pain wanted a juubi weapon
And kabuto wanted to control the world

We have the gedo mazo, a statue that isnt dead, but alive as shown.
And it doesnt have legs and arm wrist for nothing (like some prisoner).
Gedo mazo is used for the complete revival of the juubi.
Bijou dont die. They cant die.
The juubi wouldnt even die, if the sage died.
If naruto died, kurama would revive himself somewhere.
The juubi his presence could still be out there in some form, severely weakened that is.

So theories about him influencing people or taking over, are quite plausible.
