we all know that tobi is obito, he's saying that tobi, the name that obito the used (tobi) is the juubi juubi like how at first he claimed to be madara
but no one alive knows the name of the juubi, so obito can use the name tobi and go unnoticed and be no one, hes just an idea

Well in a way Tobi is just the mask/zetsu or whatever that suit was made out of. It's the concept of the man behind the mask.

Though it could be that the Mazou could've somehow influenced Obito's growth and personality, the Tobi persona was simply the man behind the mask. If the one controlling the Mizukage was actually Madara, then he would be the first Tobi since he was the one who might've first taken it under his wing. Though it might not be the case since Kisame recognized his face as the same one who was controlling Yagura during his time in Akatsuki. It could've been genjutsu, who knows.

This is how i'm starting to see things revolving the whole Tobi concept.

Tobi = juubi concious in obitos body, but because obito is alive, he has concious too

But even when tobi claimed to be madara he told to naruto that he can see great senju in him
Theres no way obito can claim that naruto has senju like hashirama, and be obitos concious

Which goes to show madara was influenced by juubi before obito
Thats why madara is a ghost, an empty shell, believes hes in hell

Now obito believes hes in hell, a will of juubi, a perfect vessel
