Seriously. I think he has multi-personality syndrome or is just bipolar. When we first saw him he was a idiot who always got beat by deidara. Then hes all serious and angry talking to Pain and Konan then goes back to goofy mode fighting the 8 man squad. He changes/warps back again and starts a war. I just think he upset. Tobi doesnt want to hurt anyone.

Its called being deceitful and knowing ur audience. If he just came off as this serious badass in the beginning, he would totally be speculated of doing something horrible and be attacked and hunted from the start. Its all apart of being a ninja.
