Tobi can use susanoo??????

Can tobi use susano like madara??? Coz tobi called himself madara,that mean he has the same powers as madara. If yes then what about his 6 paths? Can They all also use susano?? Coz they all have sharingan(may be ems/ms) n rinnegan too.
