Just a mistake by kishi.
To become intangible he transports individual parts of his body elsewhere as stated by kakashi (i think)..... If this is wrong then its probably a mistake

Tobi can obviously control if what he is holding is intangible with him or not.

It only makes sense. Tobi can only (de)materialize his entire body at once, but the fan is no part of it.
That's what this picture basically disproves.But the WarFan should dematerialize because Tobi is holding the chain connecting to the WarFan.

Not everything Tobi is touching while being intangible becomes also intangible. Seemingly it is to his desire whether things he's in contact with become tangible. Meaning that he can be intangible while his fan is solid.
That, or the fan was indeed intangible on the picture provided. It doesn't seem so, however.
