Kind of obvious that The Spiral looking guy is Tobi.
That must be him because he has the exact personality and Zetsu calls him "Good boy"
It could be that Tobi was just a cloak on Obito's body at this point in the video.
That could be why he has two personalities/voices
But there are still a lot of possibilities that i don't know or thought of.
ALSO, they can both be two separate people.
I don't have my facts straight but can't Zetsu turn Shapeshift himself to look like a person?
Maybe Tobi shaped himself to look like an Akatsuki Member and Obito was just in a different location.
But that doesn't explain why he was able to solidify himself during Sasuke's fight with Deidara.
So, I'm going with #1, Tobi is a Cloak on Obito's body for a majority of the scenes.
