Im going with Tobi because of the numbers advantage and the abilities advantage and every other advantage I give it to Tobi.

Tobi:
1.) 6 jinchuurikis with tailed beast within and rinnegan and sharingan in each eye, also they are immortal.
2.) Gedo Mazo is crazy as shit
3.) Unlimited Summons
4.) Shinra Tensei(village destroyer)
5.) Chibaku Tensei(village destroyer)
6.) Ninjutsu absorbing capabilities(ex:Tbb)
8.) Soul snatching abilities
9.) Android lasers and missiles
10.) Teleportation
11.) Phase through solid objects/people
12.) Mokuton(bijuu controlling element)

These are tremendous things to overcome but ofcourse Kishi will use plot no jutsu to have Bee and Naruto pull it off single handedly.
