Tobi still does not have absolute control of the tailed beasts yet. It is hard for him to keep focus when controlling the tailed beasts too thats why he did not how his Rinnegan skills yet..

Madara & Hashirama can take on Tobi at his current state easy.

How can madara have all of his edo power if he is human? If you mean he has rinnegan and wood style jutsus' then Ok. Madara and Hashirama would have trouble with trying to "touch" tobi first to land an attack. Maybe madara knows some secret to attack him like konan did but if not, than tobi. If so, than madara and 1st hokage definitely!!
