Technically you could say he's been a jinchuuriki since birth. His mom was the jinchuuriki while he was in the womb and even shows with the whiskers on his face. Also, the seal minato used allowed naruto and kurama's chakra to mix so yeah naruto is pretty much the perfect jinchuuriki
